Mantle was a large collection of islands that, for the most part, were largely underdeveloped. Not necessarily unexplored, at least not for Weiss who had already scanned this planet many times over. It was said that Vacuan nomads landed here thousands of years ago, at around the same time Northern settlers also came down from that frozen hell they had to endure. The peoples here had already assimilated long ago, now one people under the influence of the Empire. But nobody was really sure when the assimilation occurred. So for the longest time, nobody knew who really owned these islands. All of that was no longer relevant, of course, now that Atlas had grown so powerful.
